Caltrans can hold traffic for as long as needed depending on the situation. Typically Caltrans does not want to hold traffic because their main purpose is to keep the highways flowing and business moving along. There can be an array of reasons why Caltrans would hold traffic and I will describe some of those next.
Vehicle accidents happen every day on the highway and a lot of them are minor enough it won't affect your commute. Minor traffic incidents are usually handled by Highway Patrol and they get the disabled vehicles off the road. When the involved vehicles are unable to be moved off the road, Highway Patrol calls Caltrans to assist in coordinating traffic around the accident. But if the accident involves a fatality then Caltrans can either hold traffic for as long as needed or divert traffic to an alternative route.
Traffic breaks are another way Caltrans can hold traffic for a duration of time. With the help of Highway Patrol traffic can be stopped completely to remove objects in the road or to repair the highway itself. This method is used to only temporarily hold the flow of traffic which could last 5 to 10 minutes.
